1. Conditional Cut Offset

Offset Conditional Cut Cost - Proposed change is enabling a salary offset on conditionally cut players that are bid on following being cut. This would NOT increase conditional cuts (every team will continue to have 1 per year) and this is only when the original franchise is not the winning bidder of the conditionally cut player. Also the offset can’t exceed the original price. Example: WR Treylon Burks ($40, 2026) is conditional cut by Fightin' Burches, Burks is bid on and won by Horse and Pepper for $5, then the cost for that season for Fightin' Burches is $35. However if Fightin' Burches win Burks at $5, there would be zero offset -- meaning the Fightin' Burches would still have to pay the $40 to conditionally cut Burks. Aye vote = this would be implemented on a majority for the 2027 season. Nay vote = no change Rationale: Will encourage conditional cut usage on higher cost, over paid contracts, increases availability of better players in each auction (vs. current conditional cut usage on low cost, very low value players).

2. Super Topper/Holdover

The idea: For the unconditional topper/holder, the ones that are provided to the 8 non-playoff teams, turn them into a right that can be exercised on any player they have on their roster NOT already under contractual right during the auction. Why: This increases the value for non-playoff teams, keeps the bidding action more fluid and the action spicy. Example: In an hypothetical - Horse & Pepper have an unconditional topper, and Dak Prescott + Terry McLaurin + Alvin Kamara all coming off 1 year deals (no auto topper or holdover rights). They really want to use it on Dak BUT when he gets auctioned, a crazy bid for $120 comes in, and H&P decides to NOT use the topper on Dak, instead waiting for McLaurin or Kamara. Yes = implemented for the 2027 season on a simple majority. Nay = no change.
